Hon. Nasri Sahal Ibrahim - ChairpersonHon. Nasri Sahal Ibrahim brings over 40 years of dedicated community leadership in Kenya’s arid North-Eastern region. Currently serving as Chairperson of the Northern Water Works Development Agency since 2023, she leverages extensive experience in governance, gender empowerment, and grassroots development to advance sustainable water resource management in underserved communities. A native of Wajir County, Hon. Sahal began her career as a teacher before earning a diploma and bachelor’s degree in Business Management from East African University. She transitioned into politics, serving as a Nominated Member of the Wajir County Assembly (2013–2017) and later as a Member of the National Assembly (2017–2022), representing marginalized groups under the FORD–Kenya party. Throughout her career, Hon. Sahal has championed women’s empowerment, youth inclusion, and equitable development, initiating impactful projects that improve access to clean water, promote girls’ education, and support women’s economic empowerment. Her leadership and advocacy continue to shape policies focused on resilience, infrastructure investment, and inclusive governance in Kenya’s arid regions. |

Dr. John Ltalipen Lekuton - DirectorDr. John Ltalipen Lekuton, is a board member. He is an economist, academic, and development practitioner with extensive experience in economic policy, international economics, and institutional governance. He currently serves as Chair of the Technical Committee at the Northern Water Works Development Agency (NWWDA), where he provides strategic oversight on infrastructure development and sector performance. He is a Lecturer at the University of Nairobi, Institute of Diplomacy and International Studies (IDIS), where he teaches and supervises research in international economics, macroeconomics, development economics, and international political economy. He holds a Ph.D. in International Economics and Development from Howard University, USA, and a Master’s degree in Economics with specialization in monetary and fiscal policy. Dr. Lekuton has further strengthened his governance and leadership capacity through training at the Kenya School of Government (KSG), including the Senior Management Course and Senior Leadership Development Course. His professional interests include regional integration, public policy, and sustainable development. He is a member of the Economics Society of Kenya (ESK) and the Diplomacy Scholars Association of Kenya (DIPSAK). He brings strong analytical expertise and leadership experience to the Board, supporting evidence-based decision-making and institutional excellence. |

Mr. Osman Abdi Sirat - DirectorMr. Osman Abdi Sirat is a Board Member. He is currently the Chair of audit and risk committee. He has over 46 years of experience in teaching and administration. He started his working life as a Teacher after graduating from St. Mary’s Teachers Training College with a certificate in Teaching. Additionally, he pursued a Bachelor’s Degree in Psychology and Teacher Education from Bristol University and Msc. Education Management from Ulster University. He worked as an Assistant Director in charge of Youth and environment, youth and gender, and later as a Deputy Principal at Thika college of Sharia and Islamic studies from 2011 to 2013. He later joined Umma University and served as a Registrar from 2013 to 2016. |

Miss Christine Chepkoech Kibet - DirectorMiss Christine Chepkoech Kibet is a Board Member. She is currently the Chair of Human Resource committee. She has over 15 years of experience in management, administration and as dedicated Human Resource generalist responsible for oversight in County Public service. She started her working life as a Board Member at Namoe Sacco after graduating from Karatina University with a Bachelor’s in Business Management. Additionally, she holds Master’s degree in Business Administration from Kenya Methodist university. She worked as a Trainer on Organizational capacity building at DCDC Laikipia North and as an Administrator at Mt Kenya Baptist school. She is currently working as a member in the Public Service Board in Laikipia County and also as a member in several committees at National Forum level representing Laikipia County Government to date. |

CPA Andrew Rage Eysimkele – CEOCPA Andrew Rage Eysimkele has over 19 years’ experience in public sector, in the fields of Finance, Accounting, Auditing and Management. He previously held the position of Finance & Administration Manager before being appointed as the acting CEO of the institution a position he held until his appointment as the CEO. Before joining the Agency, he has worked with the National Treasury for over 5 years as an Accountant and prior to that as a Postal Officer with Postal Corporation of Kenya. He holds MBA Finance from Kenyatta University and a Bachelor of Business Management, Finance and Banking option from Karatina University. He is a CPA (K) holder and a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing. He is also a graduate of CIFA and a registered member of the Institute of Certified Investment and Financial Analyst. He has also attended several courses, workshops, seminars and trainings. |
